my german is not enough for german courses and i look for a good university for an exchange program

German universities are all generally quite good in physics, since science is something very valued in German culture. However, to receive the best science instruction, I would recommend a "Technische Universitaet" (technical university, similar in nature, but not in quality, to MIT or Rochester Insitute of Technology, etc.) However, these Technische Universitaeten would not have the greatest German instruction. Similarly, a university famous for its German and German literature programs (Heidelberg comes to mind) does not have the greatest Physics program. Potential solution: pick a general university in a large German city, maybe the Humboldt Universitaet in Hamburg, or the Uni in Bremen or Munich. They will have strong programs in both German and Phsyics.
